Instructions
In a Dutch oven add the Dulce de leche and evaporated milk, cook over low heat until the dulce de leche has fully cooked down and there are no clumps.
Remove from the heat and add to the Dutch oven the remaining ingredients and whisk vigorously until full incorporated.
Store in an airtight container and chill in the refrigerator for at least 2 hours.
